

Foster Youth

Less than 10% of foster youth graduate from college, we want you to be one of them. A credential from us can put you on the right path to a high-paying, high-demand job. Our programs feature hands-on learning, apprenticeships, and advanced technology.
A partnership with the KY Cabinet for Health and Family Services supporting current and former foster youth, this initiative’s purpose is to help with the completion of various training programs available through KCTCS Workforce Solutions. It is new opportunity for foster youth to use the ETV (Education Training Voucher) for KCTCS workforce programs, and receive up tp $5,000 toward the cost of the program (if not covered by the tuition waiver or other financial aid) and needed supplies. Available programs vary per college, but sample programs include:
- Line Technician
- CDL
- Phlebotomy
- Machine Operator
- EMT
- Pharmacy Technician
KCTCS also offers a range of paid apprenticeships in a variety of areas where youth can receive on-the-job training with technical instruction.
Eligibility
- Current Foster Youth
- Aged out foster youth 18 – 25
- Youth between the ages of 18 – 25 who were adopted from foster care at 16 or older
- Accepted into a program through KCTCS Workforce Solutions
Process
- Apply and be accepted to KCTCS Workforce Solutions Program
- Complete ETV Application
- ***Include program invoice with ETV application***
- Funds will be paid directly to the program
- Youth should also apply for WIOA funds if available
